Okay this is uber happy news. Specialist Games has just released all of the rules for Dark Future, a classic '3-d Roleplaying game by Games Workshop. This is one of my favourite classic GW games. The most amazing part, they all include all of the expansions and all of the White Dwarf Articles. www.specialist-games.com/assets/DarkFuture.pdf

I really really wanted to play this back when I was young, but I spent my college fund on Blood Bowl instead. How does it compare to Car Wars?

It's extremely simple compared to Car Wars. Car Wars is more like a Post Apocalyptic War-driving simulation, where this is a fast and furious board game.
If you played any of the War-driving computer games, Car Wars would be Autoduel and Dark Future would be Deathtrack.
The original game is interesting and fun, but it became excellent with an expansion White Line Fever. This gave the rules for making characters and campaign play. Where you would start with a poor driving skill, a pretty craptastic car and one 'trick maneuver'. After a few wins you would have a speedy interceptor with two turret mounted weapons, be able to pull off the basic maneuvers in oil without a chance of failure and pull of trick moves like Bootlegger turns with ease.
I actually ran 2 Dark Future tournaments locally with 4-6 players playing each other round robin, the driver with the most money at the end was the winner.
I still own it, and could be convinced to clear the dust off at some point, maybe some night at Hugin and Munin or something.
